[Nairobi, Kenya] 29 October 2026 — Talent Beyond Boundaries (TBB) Canada and the Government of Kenya have signed a Memorandum of Understanding (MoU) to strengthen collaboration on international labour mobility that will benefit both countries. The agreement establishes a framework to promote and facilitate pathways that connect Kenyan youth and refugees residing in Kenya with employment opportunities in Canada.
The MoU focuses on mechanisms such as Canada’s Economic Mobility Pathways Pilot (EMPP) and other skilled worker pathways. It supports ethical, end-to-end talent pipelines that address critical labour shortages in Canada in high-need sectors while creating durable opportunities for skilled workers in Kenya.
TBB Canada has engaged the following trusted implementation partners to assist in carrying out the commitments outlined in the MOU, while remaining solely responsible for overall partner coordination and project management: Fragomen, responsible for legal advice and migration support; SF Ventures, responsible for technical support through the digital wallet, electronic credential recognition and related personal data security; ThriveON Canada, responsible for settlement services; and Africa Trade Desk, responsible for promoting trade, business, and commerce both within Africa and between Africa and North America.
“This partnership reflects a practical approach to labour mobility that truly benefits both countries,” said Lara Dyer, CEO of TBB Canada. “Canadian employers gain access to pre-vetted, job-ready talent in high-demand sectors, while Kenyan youth and displaced professionals can put their skills to work and build a future for themselves and their families in Canada.”
“This agreement demonstrates what can be achieved when governments, employers and trusted partners work together to create practical labour mobility solutions. Canada continues to face workforce shortages across key sectors, while many skilled professionals in Kenya are seeking opportunities to apply their talents and build their futures. By creating structured, ethical pathways that connect talent with opportunity, this collaboration delivers meaningful benefits for employers, workers and communities alike,” said David Crawford, Senior Counsel, Fragomen.
“This partnership creates meaningful opportunities for skilled Kenyan workers and displaced professionals to build new lives in Canada,” said Stacey Zita, Co-Founder of ThriveON. “Our role is to ensure they and their families have the practical support, stability and community connections needed to settle successfully, allowing them to focus on building their careers and contributing to their new communities.”
“This agreement highlights the vital connection between international trade and talent development,” said Susan Namulindwa, Founder and Executive Director of the Africa Trade Desk. “By linking skilled mobility with commercial networks, we are creating sustainable talent pipelines that drive economic growth and deepen bilateral trade relations between Canada and Kenya.”
TBB Canada works with employers across healthcare, skilled trades, and other key sectors to provide candidate matching, skills verification, immigration coordination, and settlement support. The organization draws on a global Talent Catalog of more than 150,000 skilled displaced professionals and has achieved a 95 percent employer satisfaction rate and a 93 percent one-year retention rate after placing candidates in positions.
The agreement builds on existing train-to-hire models, including partnerships with the Confederation College of Applied Arts and Technology and the Kenya Red Cross Training Institute for Personal Support Workers; as well as coming programs for Welders, Registered Practical Nurses and Automotive Service Technicians. It aligns with Canada’s nation-building priorities and the Government of Canada’s approach to economic immigration that responds to labour market needs responsibly.
